Description :

 

  • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional engineering and technical support staff.
  • Recommends selection of staff; trains staff and provides for their professional development.
  • Provides input into the unit’s budget; assists in planning goals, objectives, procedures and work standards for the unit.
  • Uses professional engineering license to seal and approve construction drawings and technical specifications, prepared by self or for which has responsible charge, on behalf of the City.
  • Works with professional engineers, developers, utility companies and other entities to solve complex engineering problems encountered during the design and/or construction process.
  • Represents City interests in applicable sate and local groups, such as the Southern Nevada Water Authority, Regional Flood Control District, Regional Transportation Commission, Nevada Department of Transportation, and other agencies.
  • Writes requests for proposal and contract specifications for design and construction administration services; participates in the selection of consultants and administers professional service agreements.
  • Conducts feasibility and cost studies; develops engineering solutions to problems related to assigned projects; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
  • Maintains liaison with various utility, governmental agency and City departmental staff; ensures that building codes and applicable permit conditions are met in assigned projects.
  • Provides project leadership or supervision to staff, including work assignment, review and evaluation.
  • Maintains accurate records and prepares a variety of periodic and special reports.
  • ENGINEERING DESIGN AND CONSTRUCTION MANAGEMENT ENGINEER ONLY
  • Performs professional level engineering planning, engineering designing, bidding, and construction management for projects and programs including difficult, technically complex and/or sensitive capital improvement, remodeling and major repair projects of City facilities.
  • Prepares detailed and complex project designs, technical reports, cost estimates, specifications and project schedules.
  • Administers contracts and confers with architects and construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
  • Reviews and negotiates requests for payment and change orders; tracks and documents project costs.
  • Confers with facilities maintenance staff and recommends solutions to building design, maintenance and operational problems.
  • DEVELOPMENT AND FLOOD CONTROL ENGINEER ONLY:
  • Reviews and evaluates engineering design plans and technical studies prepared by professional engineers to ensure compliance with federal, state, regional and local regulations as they apply to the design and construction of improvements associated with residential, commercial and industrial land development projects, such as roadways, bridges, culverts, utility systems and storm water management/flood control facilities.
  • Administers the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program and the Community Rating System for the City of North Las Vegas, ensuring compliance with all federal, state and local regulations; works with the Regional Flood Control District (RFCD) to implement the RFCD Master Facilities Plan.
  • Approves permits for grading and construction of off-site improvements.
  • Responds to citizen complaints of flooding and/or storm water management problems and works with other departments/divisions to effect solutions. Responds to flood emergencies by monitoring weather conditions and flow depths within the City’s flood control facilities and coordinating response efforts with other emergency response personnel and agencies.
  • Reviews Planning Commission agenda items and generates conditions of approval to ensure compliance with federal, state and local regulations; works with other departments, developers and engineers to resolve engineering planning issues on Planning Commission items; represents the Department of Public Works at Planning Commission meetings, providing information and answers to questions posed by the Planning Commissioners; makes presentations to the Planning Commission and/or City Council on various land development issues.
  • TRAFFIC SENIOR ENGINEER ONLY:
  • Reviews traffic impact studies, planning documents, development plans, legislation and capital improvement programs to evaluate the impact on the transportation system. Ensures compliance with federal, state, regional and
Requirements :
  • Bachelor's degree from a four-year college or university with major course work in civil engineering or a related field.
  • Four years of professional level engineering work and project management experience in the applicable area of responsibility (Engineering Services, Development and Flood Control, Technical Services, or Transportation Services), preferably in a public agency.
  • Equivalency: May substitute a combination of equivalent education and experience. The city assesses 1 year of fulltime experience as equivalent to one year of education.
